Tenant and Leaseholder Board Members

Bernard McBride (Vice Chair)
 
Bernard has lived in Charlton Kings in Cheltenham since 2012 having previously travelled in Eastern Europe for several years. Prior to his retirement he was in Sales and Marketing within the fragrance and cosmetic business working in many senior positions for a period of over 25 years.

Bernard is very active in his local community helping fellow tenants in organising monthly coffee mornings, breakfast and lunch clubs with evening events to be added to the busy schedule. Bernard is currently a Parish Councillor for Charlton Kings and is on several sub committees.  He has previously been Chair of Cheltenham Senior Community Voice, an independent group set up by CBH to act as Ambassadors who represent the views of older people living in Cheltenham. Since the group was formed it has become part of the South West Forum of Seniors and Bernard is a serving committee member.

Since getting involved with CBH Bernard has successfully completed the CBH Academy course and attended other very interesting groups (including Board meetings as a member of the public) which has led to his involvement with the Board. Bernard brings with him a strong commitment to every activity he is involved with and has a strong desire to achieve. It is his aim to contribute towards the continued success of CBH by working hard with the Board to help in the company’s aim of being all inclusive in looking after the wider community especially in the areas of loneliness and isolation.

Bernard was appointed to Board April 2016.

Cllr Chris Mason (Cons: Lansdown)
Chris is the Conservative Councillor representing Lansdown.  Chris went to Charlton Kings Secondary (now Balcarras) before joining the Gloucester and Cheltenham Co-Operative as a trainee manager.  Having qualified as a Chartered Surveyor he worked in the private and public sectors for a number of years; Chris now lectures at the University of the West of England, Bristol, specialising in real estate.  As a Board member he is looking forward to seeing how his skills and knowledge can be used to help CBH provide the right property in the right locations.

Cllr Suzanne Williams (Lib Dem: Springbank)
Suzanne has lived in Cheltenham all her life and spent a large part of that time in Council accommodation.  She currently lives in a property that was originally built as a Council property and purchased by the previous owners.

Suzanne was elected to represent the residents of the Springbank County Division in 2005 and has now been elected to the Borough Council Ward.   The opportunity to further help and understand the issues facing Cheltenham Borough Home tenants is a welcome challenge.  She joined the CBH Board in May 2012.



Independent Board Members

Jason Langley (Chair)
Jason lives just outside of Cirencester with his wife and three daughters.  Born in Liverpool, but raised in Yorkshire, he thinks that Gloucestershire has the best of both worlds!   He feels strongly about the important role social housing plays in building strong communities, families and futures, and is thrilled to be part of Cheltenham Borough Homes.

Jason is managing partner of SenseEIA, a consultancy that works with organisations, local government and voluntary groups on employee and community engagement.  Prior to this he spent 15 years working across the media sector and brings strong commercial and strategic experience to the CBH board.

Alison Foster
Alison has 13 years experience in the social housing sector, having worked for a housing association in Wiltshire and then for the social housing regulator, where she specialised in policy and sector performance data. She has extensive experience across other public sector bodies as well, mainly in further and higher education, and is a Chartered Manager and member of the Chartered Institute of Management. For five years she managed a local charity on a voluntary basis providing services to the visually impaired. Alison is from the North East of England originally, but now has lived in Cheltenham for over 20 years. Alison was appointed Chair of the Audit & Risk Committee in November 2013.

Amanda Oliver
Amanda has 15 years experience of working in the social housing sector, advising on a range of strategic and policy issues.  She has held several senior positions at Community Housing Cymru (the sister organisation of the National Housing Federation) where she currently heads up a team of policy advisers and consultants.  She leads on regulation and governance for the sector and has also directed several policy campaigns on legislative reform.

Her experience includes: strategy development; commissioning; business planning; change and performance management; and social research.

Amanda is a qualified CIPD professional, a member of the Management Committee for the Welsh Tenant Participation and Advisory Service (TPAS), and was formerly a board member of Tai Pawb – a national organisation promoting equality and social justice.   She joined the CBH Board in June 2012.

Una Pearce-Lynch
Una started her career in the property industry some twenty years ago, a career which spans both the residential and commercial sides of the industry. After leaving Cheltenham with a business studies degree she joined a marketing and PR company.  She soon moved in house with a commercial property company where she worked in a number of different roles learning all areas of the business. 

In 2000 she joined the management team which was involved in a number of company acquisition and subsequent sales. The strategy at this time was to grow the group and Una’s brief was to prepare the companies for sale.  She remains a director of the original commercial property company which offers a full range of services from land acquisition to turnkey projects.  Una also manages her own property portfolio with her husband and assists him with his residential developments.

Una has three children and lives in the countryside just outside Bristol.

David Clowes
David has lived and worked in the Cheltenham area for over 25 years. His career has been in general insurance and he has held senior management positions with a number of major insurers. He is a Fellow of the Chartered Insurance Institute and also holds the Diploma in Marketing. He has wide-ranging commercial experience with specific expertise in underwriting, governance, audit and compliance and has spent most of his career in Head Office roles bringing general strategic management experience to the Board. 

David took early retirement in 2015. Prior to joining Cheltenham Borough Homes he gained experience of social housing through membership of the Audit Committee of another local housing association. He is also involved with a local charity providing opportunities for disabled people.

David joined the Board and Audit & Risk Committee in December 2016.

John Rawson (co-opted member of the Board)
John was born and brought up in North Yorkshire and was educated at Ripon Grammar School and St John’s College, Oxford, before coming to Cheltenham 43 years ago to work for a direct marketing company. He worked in senior positions for a number of companies before starting his own business in 1995. John served as a borough councillor for 19 years, including seven years as lead finance member and a term of office as mayor. He served on the county council for 20 years, including periods as chairman of the social services committee and chairman of the council. He has also been active in the voluntary sector and was a long-serving governor of Dunalley Primary School and the former Kingsmead Secondary School.   

As a councillor, John represented two wards with a high concentration of social housing (St Paul’s and St Peter’s) and got to know the many of the issues facing tenants and leaseholders and people in housing need. As a councillor and lead finance member, he also gained a strong knowledge of housing finance. He sees the work of CBH as being about more than just bricks and mortar (important though that is) but about improving the lives and life chances of our tenants and leaseholders in a broader sense and also helping people in housing need by delivering new social housing.

Derek Bond (co-opted member of the Audit & Risk Committee
Derek is a Chartered Accountant who worked with Deloittes running the audits of clients mainly in the insurance industry. He has managed projects for financial accounting systems implementation for an American software house and his clients included Cheltenham Borough Council and Aylesbury District Council. More recently, he has worked as an independent consultant for Natural England providing Business Intelligence Reporting Solutions.

Born and educated in Cheltenham, his family have been both a tenant and leaseholder of a CBH property. Derek hopes to advise on IT systems and other areas using his personal knowledge of CBH tenants’/leaseholders’ needs with his independent working knowledge of audit and risk issues.

Derek is a member of  the University of the Third Age(U3A) which provides continued learning for older people, the National Trust, and has worked  on nature conservation projects for the British Trust for Conservation Volunteers.
